A covenant can be a concise contract where the understanding of a pledge is paramount. However, any agreement or pledge entered into by a spy is never underwritten by rules or regulations. This case is different. The pledge between the SIS and the Royal Family is one of a greater substance than any political allegiance or signature to an official document.
Indebtedness incurred purely through status or rank could be ignored or pushed upon someone else, but as far as I, or Sir Richard Blythe-Smith before me, are concerned, the House of Windsor has always honoured the obligation it owes to the state of Great Britain over any other consideration. The responsibility to provide guidance and protection to a present day bloodline relative to our Royal Family was better suited away from the public eye and politics. It is not my duty to inform the present or any future government of this arrangement. My covenant will always be to serve the best interests of this country.
