Details: Police announced that they had arrested nine terror suspects between July 4 and July 11 for plotting attacks in shopping malls and churches, and plotting assassinations of top public figures. Police seized weapons from a house rented by one suspect which was about 200 yards from Sukarnoputri's private residence, raising suspicions that she was one of the targets. They raided a bomb-making factory and seized four boxes of TNT, 25 sacks of potassium chlorate, and 1,200 detonators. They also found three books containing schedules of church services, and another book with the names of Parliament members.

He was arrested on three counts of attempted murder.

Details: German authorities arrested three Iraqis with alleged al-Qaeda links on suspicion they were planning an attack on Allawi hours before he met with German Chancellor Gerhard Schroeder. It was unclear what kind of an attack the group might have planned -- and initial searches had not found any bomb-making materials or weapons.

Details: Police found a cache of explosives that rebels planned to use to assassinate Uribe. It was the second time in four days police announced they had foiled a plot to kill the president. Uribe had already survived several previous assassination attempts, including a rocket attack as he was being inaugurated in 2002, and a bomb attack as he was campaigning months earlier. Authorities said the latest attempt involved blowing up Uribe's plane. Police said they discovered 150 kilograms of explosives, documents describing Uribe's previous visits to Cartagena, and communications gear. They also discovered two homemade mortars fashioned out of gas cylinders. Two suspected FARC members were arrested in the raids. It was not immediately clear precisely how the FARC planned to attack Uribe's plane, but because the homemade mortars are notoriously inaccurate, they would have had a better chance of hitting the plane while it was on the ground rather than in flight. Four days before, police said they discovered a car bomb that the FARC intended to use against Uribe in Bogota.

Details: Afghan intelligence agents scuttled a plot to assassinate Khalilzad, swooping down on a station wagon carrying three Pakistanis. The men, armed with rocket-propelled grenades and Kalashnikov assault rifles, were arrested just 150 feet from where Khalilzad had planned to inaugurate a road with Afghanistan's interior minister. The agents were lying in wait after intelligence forces were tipped off about the plot in advance. Khalilzad canceled his appearance at the road opening at the last minute and was never in danger. The interior minister, Ali Ahmad Jalali, also canceled his appearance. Agents surrounded the men's station wagon when it slowed to go over a speed bump. They found the weapons -- three Kalashnikov assault rifles and an RPG launcher with two shells -- hidden among some clothes. Details: Federal agents reportedly broke up a plan to use pipe bombs on the homes of Mayor Williams, Police Chief Denise Mercsack, and Municipal Court Judge Michael Cicconetti. ATF agents reportedly arrested two men outside a gun shop on federal explosives charges. Cicconetti, well known for his unique sentences, was scheduled to sentence one of the man on April 20 on local tax evasion charges. Police searches recovered numerous firearms, smokeless powder, pipe and end caps.

Details: Police arrested 17 Muslim men after the group acquired three tons of ammonium nitrate, which can be mixed with fuel oil to make a powerful explosive. (One-third that amount was used in the deadly bombing of the Oklahoma City federal building in 1995.) Court documents accused them of plotting terror bombings in Canada. They were also accused of planning to storm Parliament, take hostages, and behead the prime minister and other leaders if Muslim prisoners were not freed and Canada did not pull its 2,300 troops out of Afghanistan. Another suspect reportedly plotted to take over media outlets, including Canadian Broadcasting Corporation. Nine were charged with receiving training from a terrorist group, while four were charged with providing training. Six were charged with intending to cause an explosion that could cause serious bodily harm or death.

Target: Heiress Fiona Swarovski
Location: Innsbruck, Austria
Details: A Romanian prisoner, serving time in a jail in Innsbruck, tipped police to a plot allegedly hatched by a criminal gang from Eastern Europe to kidnap Swarovski and demand an undisclosed amount of cash. Police quickly increased security around Swarovski and her husband, Finance Minister Karl-Heinz Grasser. The plot was reportedly to enter one of Swarovski's homes and abduct her. Reportedly, the plot was well underway and the kidnappers had taken photographs of the couple's homes in Vienna and Tyrol, including shots of the alarm systems. Paparazzi photographers have relentlessly pursued the couple. In June, a court awarded the couple $50,000 after upholding their invasion of privacy complaint against Germany's Bild newspaper for publishing photos of the pair sunbathing on the island of Capri.
Section 1F: Kidnapping Cases
Kidnapping is a rare crime in the U.S. today. The FBI reports that their agents open only five to six hundred criminal kidnapping investigations each year, and many turn out to not be kidnappings in the conventional sense. However, kidnapping is a rampant problem in other nations. U.S. government reports indicate more than 15,000 kidnappings internationally in 2006. In one year in Columbia alone, there were 2945 kidnappings (1999). That's eight kidnappings every day of the year!
Leftist rebels and guerrillas are the most frequent culprits, usually snagging their victims at roadblocks. A five-year study found 66 percent of hostages were released, 20 percent were rescued, 9 percent were killed or died in captivity, and 5 percent escaped (Ransom: The Untold Story of International Kidnapping, Ann Hagedorn Auerbach, 1999).
Lesson Nine in the al-Qaeda Handbook states, "All security measures and arrangements in assassination and kidnapping are the same." A kidnapping is similar to an assassination, in that the target is selected, the targeted person is assessed for vulnerabilities and surveilled, a plan is formulated, an attack site is selected, the area is watched for the target to appear, and then the kidnapper strikes the target, and protectors, if any. Because of the similarity to assassination, we have included a number of incidents in which the goal was to kidnap -- not kill -- the protectee. Unfortunately, in many of the cases noted here, the protectee ended up dead anyway.

Details: Coors was kidnapped and later murdered near his home. A $500,000 ransom demand was sent to his family, but the kidnapper never followed up on it. Prison escapee Joseph Corbett Jr. was apprehended in Canada, returned to the U.S., and convicted of the crime.

Details: At 2:20 p.m., members of the MR-8 terrorist group kidnapped Elbrick just after leaving his embassy residence. A Volkswagen pulled in front of his Cadillac, forcing it stop. Four gunmen forced their way into Elbrick's car and drove away. Elbrick was hit in the head when he resisted. He was released after 15 prisoners were flown to Mexico.

Details: Three FLQ gunmen kidnapped Cross from his home. He was released on December 3 after their demands were met, but not until after Labor Minister Pierre LaPorte was kidnapped and murdered.

Details: Sallustro was kidnapped by ERP terrorists and held for ransom. On April 10, during an attempted police rescue, he was shot and killed.

Details: Eight Black September terrorists took over the embassy during a party. When President Nixon refused to meet their demands, the terrorists shot and killed Noel, Diplomat George Moore, and Belgian Guy Eid. The terrorists were arrested.

Target: Princess Anne
Location: London, England
Details: As Princess Anne and Mark Phillips were returning to Buckingham Palace from a London charity event, their Rolls Royce was forced to stop by a Ford Escort. The driver of the Escort, Ian Ball, jumped from his car, firing a .38 pistol. Inspector James Beaton, the Princess' bodyguard, responded by jumping out to shield the Princess and to disarm Ball. However, Beaton's gun jammed and he was shot in the head and chest. The chauffeur, Alex Callender was also shot as he tried to disarm Ball. Journalist Brian McConnell, who was passing by, also tried to intervene and was shot once in the chest. As Ball told the princess of his kidnapping plan and asked her to get out of the car, she replied, "Not bloody likely!" and briefly considered hitting Ball. Eventually, the Princess dived out of the car on the other side. A second passer-by, Ron Russell, punched Ball in the back of the head and led Anne away from the scene. Constable Michael Hills discovered the scene, but was shot by Ball. However he managed to call for backup. A nearby police officer, Peter Edmonds gave chase and finally arrested Ball. Ball later pleaded guilty to attempted murder and attempted kidnap and was detained under the Mental Health Act. He was sent to Broadmoor Hospital, where he remains at print time. Ball planned to ransom the Princess for a sum given in various sources as PS2 million or PS3 million. The incident prompted higher security levels for the Royal Family. To this day, it remains the closest any individual has come to kidnapping a member of the Royal Family. Beaton was awarded the George Cross. Alex Callender, Brian McConnell, Ron Russell, PC Michael Hills, and DC Peter Edmonds were awarded the Queen's Gallantry Medal.
