When you suggest licensing parents in order to improve the life of the children born, and at the same time possibly reduce population, you are fighting a far larger windmill than Don Quixote ever imagined. You know that you will be fighting the conservative religions as well as the conservative traditions that have been with us as long as we have been an ‘us’-- whether we look at Adam and Eve, the first Neanderthals, or the earlier hominids--having babies was the way of life. And certainly it had its uses. It provided young hands to aid the family’s survival. Of course then there wasn’t the option of contraception or abortion. But even if there had been I doubt that it would have been used. But then we know that often in primitive societies infanticide has been, and is, used to cull the unneeded infants.
