U.S. officials thought they were on the hook for equipping 39 divisions. In Cairo, however, Roosevelt had apparently made breezy reference to making that 90 divisions in a meeting with Chiang. Others present could remember something “vague and loose,” while Chiang took this as yet another broken commitment.
