  Brooks’ thoughts came back to the current day and the crashing stock market. There was a question he wanted an answer to. But first he wanted to frame it. “These people have plenty of money. Heck, the M fund alone is worth over a trillion, and they have tens of trillions in untraceable gold. For them to have done what they’ve done and be taking such drastic actions against the stock market and fostering the current civil unrest, they must view you as a major threat. I know you’ve gotten a few trillion dollars of their black gold. My guess is that for the past year or two, when the globalist bankers ordered their people to navigate selloffs in the stock market, you have a group of your own people buying up the stocks to pump the market back up. My sources say you’ve been doing this for a while as your way to pump up the stock market to give it back to the people… Until recently, and now they’re taking drastic actions because of the upcoming election.”

  Brooks looked at the president, who just stared at Brooks, not acknowledging or denying what Brooks had said. The room was dead silent with the pause. Krieger and Adam knew about confiscating some of that gold. Heck, they’d been involved in the process. The gold they had already confiscated had been used to prop up the stock market which had almost doubled since the president had taken office and begun to capture some of the deep state gold.

  Brooks concluded with his question. “What else, may I ask, have you done - or are you about to do - made them pull the trigger now?”

  It was a legitimate question. Adam and George had thought about it and had come up with a most likely scenario. Adam looked to George for approval to explain.

  With a nod from George, Adam began to share. “We’re certain we can run a significant surplus in the first year of George’s second term, without cutting anything going to American citizens. The other thing this budgeting method would do is drastically reduce money going to the deep state and others who siphon money out of the middle class for their personal wealth building. You see, almost every department uses a line item of what amounts to miscellaneous expenses. Well, this expense has no oversight, and thus doesn’t really go to the people. It keeps the politicians in office, and it’s a virtual slush fund for corruption. Politicians funnel money to those who find legal ways to funnel some of that money back to them.”

  General Elder said, “Some of us are aware of it. It’s how the average person in Congress is worth millions of dollars, and that’s excluding their shell corporations that don’t count to their direct net worth.”

  Brooks said, “So both the swamp and those who benefit from the swamp could have their funds dried up overnight?”

  “Absolutely,” Adam nodded. “And, with our plan, we’d be paying off the national debt exponentially, starting with a trillion in the first year and…”

  Adam looked to George, who affirmed with another nod.

  Adam said, “we could eliminate the entire national debt by the end of our second term.”

  Brooks’ eyes darkened. “You’ve got a problem. They’ll stop at nothing to prevent you from achieving this.”

  George asked, “What would you suggest?”

  Brooks tilted his head to one side and regarded the President. “It depends on how far you are willing to go.”

  “The survival of the country is at stake. If we don’t do something to eliminate the deep state and their funding, we may win the battle and a series of battles, though they’ll eventually win, even if it’s after my terms.”

  Brooks knew George was correct.

  George came back with another question. “If we wanted to do everything in our power, with all of the might at our disposal, what could we accomplish?”

  Brooks looked at Krieger. “Colonel, you requested that we come here to plan to keep the country secure.”

  Krieger confirmed with a nod.

  “What if we took all of the resources at our disposal and could accomplish three main things: first, we get the Federal Reserve to give us back the twelve trillion dollars that are missing, and pay off half of the national debt. Second, we get enough of our gold back and pay off the rest of the national debt with that. Third, we purge the country of some of these bad actors, I’ll call it a deep state takedown and we engineer a reset for the country to set it on course for true prosperity like they’ve never seen.”

  Turning to Adam, Brooks continued. “Then that surplus you’d be running could be used to build a strong depository that’ll secure the safety of the country for centuries to come. Think about it. The interest the average middle-class person pays on the national debt will be gone. As the repository builds, the interest will pay some of the country’s expenses. Heck, if somehow, we could come up with some of this gold quickly, we could bailout companies and take stock at extremely low prices in return. Their dividends could also fund the government, so the people wouldn’t have to.”

  Adam almost jumped out of his chair. “That would immediately give hundreds of dollars, almost a thousand a month to the average family, without us cutting any services for the people.”

  “Exactly.”

  George again asked, “How much gold is there and where’s it at?”

  Krieger read the text. “Mayor and Police Chiefs recorded giving stand down orders for upcoming civil unrest.”

  Krieger smiled. This was huge. Briggs and Mauricio had been hoping to capture evidence of these types of things. There was no question about it standing up in court. John had ensured any evidence they captured would be admissible.

  Krieger focused on Brooks. He knew his team of Briggs, Mauricio and the rest were capturing some great information in Chicago.

  * * *

  Mauricio had other questions he wanted to have answers to, including the level of involvement of the Mayor and Police Chief. The surveillance of these key individuals and the people they spoke with could be crucial intelligence to help understand their plans.

  The further down the chain the surveillance went, the less hands-on Mauricio could be and the more he’d rely on his team to pick up the critical pieces of information and escalate them to the proper level. The team was crucial. He and Briggs knew it. They would be there for a few days and then move on to set up another listening station, leaving the new leader — Melissa — behind as the leader.

  As the team continued their work, Mauricio pulled Melissa into a small area to break the good news to her. Melissa had proven to be a reliable leader, and Briggs shared Mauricio’s confidence in her abilities. She not only commanded well, somehow, she did it while maintaining the respect of those around her.

  When Mauricio and Melissa came out of the room, he made the announcement to the team. The news was met by an enthusiastic applause and hoots from the small group. Melissa being promoted to a Deputy Director of Intelligence sent a message that Krieger’s team was expanding and strengthening. This would increase their sense of urgency and importance. It was a huge promotion. With its announcement, the team members knew something was up that was beyond their understanding. Even if they couldn’t possibly comprehend the magnitude, they were proud to be part of doing anything to save the country. It was them that needed to ensure public safety and reduce the damage the deep state could inflict.

  Until Krieger, Adam, George and their group had their counter strike figured out and in place, Mauricio and Briggs knew their primary role was to find out what the deep state was up to civilly. They knew the civil unrest would be parlayed into a call for U.N. support. That would be another step towards the end of the United States, and that wouldn’t happen under this administration, no matter what it took.

  Chapter 37

  Brooks began to walk slowly around the table as he reminisced. “This is going to take a minute, but it’s important to understand in order to save the country.

  “Before the US got into the war, Japan took gold from at least twelve countries, including Korea and China, all of which h
ad accumulated gold, platinum and precious jewels for thousands of years. The Japanese imperial family had much of it shipped back to Japan, where it still lies in private reserves. What we’re focusing on is only what they stashed in the Philippines.”

  Brooks went on to explain that a group called the Kempeitai were the Japanese secret military police unit that specialized in gathering gold from China. “At least 6,000 metric tons of gold are reported to have been amassed by the Kempeitai during this first pass through one section of China. Historical research into looting shows that what is officially reported typically is only a tiny fraction of what is actually stolen.68 Great quantities of loose diamonds were kept in oil drums69 and, according to journalist Robert Whiting, some 800,000 karats of diamonds were later transferred from the Bank of Japan to the custody of MacArthur’s command, and these diamonds were never seen again.70

  “Santy, Santa Romana and Lansdale only recovered a portion of the treasure from 1945 to 1947. A decade passed before other significant recoveries occurred, and those were again only a portion. More gold has been found over the past twenty years, and there’s no reason to believe it’s all been found. Some of it was buried over three hundred feet deep in caverns that were well below the water table with booby traps, boulders and other natural obstructions put in place.”

  Brooks continued pacing. “There were so many discoveries over the years that were kept from public knowledge. Heck, in July 1942, a gold Buddha over 15 feet tall arrived at Manila’s Pier 15. Decades later the gold Buddha was rediscovered by accident, when a housing development was built on Marikina Field.71 Realize,” Brooks said as he paused his slow walk around the table, “a twelve-inch cube of gold weighs 1,200 pounds.”

  Heads were turning in the room; Brooks had them mesmerized. Never before had they heard such a detailed and knowledgeable account.

  Brooks continued. “Several other vaults were put beneath the San Augustine Church and the monastery next door because there were catacombs already there which held remains of priests, nobles, and wealthy commoners. Since the hill was solid rock, there was no need for shoring, and they disguised the entrances to these vaults. Golden Lily employed Japanese ceramics experts, who were able to produce concrete to extraordinary hardness. By molding a cement plug to resemble a normal section of tunnel wall, and tinting the composite with pigments and local soil, the entrances blended perfectly with their surroundings. Nobody would ever guess that an entrance to a branch tunnel existed.72 This is how much of the gold lay hidden for over fifty years, and some is still there today.”

  Brooks explained how the church paid a heavy price. “When priests and others naively commented about how the rooms in the catacombs had changed, the Kempeitai was given the job of killing the priests and church laborers.73

  “These weren’t the only casualties of hiding this vast amount of treasure,” Brooks said. “Without exception, eyewitnesses told us that each time a treasure vault was filled and sealed, the POWs and slave laborers were buried alive inside, to guarantee their silence. One measure of Japan’s total plunder is that all these treasure vaults being created in Manila, plus the tunnels at Corregidor, were not enough. Other vaults were being dug in Mindanao, in Mindoro, and other islands in the Archipelago. And in the mountains north of Manila, another imperial prince was hard at work enlarging natural caverns to create the biggest treasure vaults of the war outside Japan.74 There were 175 imperial sites specially built for treasure belonging exclusively to Emperor Hirohito and the imperial family.”75

  Brooks paused to let that sink in.

  “That’s a lot of sites,” Adam said.

  Brooks nodded. “Yamashita had more than 275,000 men on Luzon.76 There were trucks and freight cars bringing gold bullion and other treasures.”

  General Elder said, “I heard that America had realized for some time that Japan was hiding plundered treasure in the Philippines, although the details were not shared with Britain or other Allies.”77

  Brooks nodded in agreement. “Exactly. President Truman decided to keep the discovery secret. Without counting the black gold, Federal statistics show that at the end of the war the United States held 60 percent of the world’s official gold reserves.78 With the black gold, that number was grossly understated. There were many mistakes with the gold. For example, in the late sixties, US Air Force made emergency airlifts of gold from Fort Knox to London to keep the bank of England afloat.”79

  Brooks explained another twist. “If you want to know how Japan recovered so quickly after the war, well, it was more than their efficient manufacturing. You see, the US let Japan keep large amounts of gold, platinum, diamonds and other precious items to stay anti-communist. They used underworld bosses and let them amass thirteen billion in gold, and that was when gold was worth thirty-five dollars an ounce. Let’s also remember that the People’s Republic of China came into being at the end of 1949, so the circumstances surrounding that upheaval hindered their efforts to make claims for their stolen gold.”

  “Who else helped set up these trusts?” Krieger asked.

  ‘‘Britain’s biggest financiers participated in setting up the Black Eagle Trust.80 Gold was moved from Clark Air Base on US aircraft81 to banks in Hong Kong, Zurich, Buenos Aires, London, Wells Fargo and Citibank’s all over the world,” Brooks said.

  Brooks wasn’t going to tell them that, when he was a very young man, Santy had befriended him and they’d remained close until Santy’s death. Brooks did however want them to know the vast amounts of untraceable gold the deep state had at its disposal. “By the start of 1970, when gold was under forty dollars an ounce, the accounts closely linked to Santy, and considered by some sources to belong to him, were modestly estimated to total well over $50 billion.82 He was by far the world’s richest man, dwarfing the top ten put together today.”

  General Elder asked, “It seems like this guy must have known people would be after his gold.”

  Again, Books only wanted to disclose a certain amount. He surely wasn’t going to say anything about his involvement here. “He did. But he was working day and night securing the treasure. By the time he got around to protecting himself, setting up shell companies, some in the CIA were on to him.”

  Brooks explained how, after Santy died, the deep state CIA took some of Santy’s big accounts, notably one listing Santy as the holder of record at UBS Geneva, said to contain 20,000 metric tons of gold, and they were changed to list Major General Lansdale as the holder of record.

  Krieger frowned. “What about the traceability for that gold?”

  Brooks looked at Krieger. “President Marcos set up refineries to re-melt gold bars to alter the chemical composition. He also changed the hallmarks to Philippine official numbers and stamps.”

  “So that’s how Marcos became so rich,” General Abrams said.

  Brooks nodded. “Yeah, at least temporarily. Another huge stash was found in 1975. That’s when word leaked out to the Federal Reserve and Bank of England. They threatened Marcos, and he knew damn well what they’d do. So, he gave the Birch society exclusive rights to market up to $20 billion worth of any gold recovered.83 That’s how the Federal Reserve families got much of the gold.”

  Krieger was inquisitive. “Was Marcos working with the Mafia and the CIA?”

  “Marco had connections beyond the CIA to a shadowy network called The Enterprise, a cluster of private intelligence organizations (PIOs) and private military firms (PMFs). These were staffed by former CIA and Pentagon officers84 who got their start when Nixon cut a bunch of them. Over a thousand CIA agents were cut or obliged to take retirement,”85 Brooks affirmed.

  George was putting it all together. “So, billions in gold have been moved to Suisse, German and Chinese banks, and the interest it generates is available but isn’t on the government books, so it’s not disclosed to our government?”

  Brooks confirmed. “Absolutely sir. By 1981 the Showa Trus
t was generating over one billion dollars of interest annually. It’s generating over $10 billion annually today from that trust alone. There are over 170 caves. In 1983, the first trench alone was for 716,045 bars, at a sale price of $124 billion.”86

  Adam quickly calculated. “That’s half a trillion dollars in one cave today.”

  Brooks emphasized, “Absolutely. You have to understand that thirty-two countries claimed to have been looted of thousands of metric tons of gold. Remember, this was gold they had acquired over centuries. Japan took a large section of the world’s total accumulated wealth in gold, jewels… and stored it in Japan and the Philippines.”

  General Abrams now understood more of the why. “The Japanese always planned to maintain control of the Philippines, that’s why they stashed it there.”

  Brooks liked the way the General put the pieces together. “You’ve got it, General. Marcos had in his possession — and sold — $1.63 trillion worth of gold bullion at a huge discount, when gold was selling for somewhere in the $300 an ounce range at that time. That’s why the price of gold dropped during those years. Marcos had what amounts to, let’s say, nine trillion in gold, not to mention the diamonds, platinum and other precious metals.”

  Adam questioned, “What percent of the total did Marcos find?”

  “Not much, less than ten percent.”

  “What ever happened to the gold Buddha?” Madison asked.

  Brooks looked at her and explained. “An influential law firm in LA filed a law suit. The gold Buddha trial was finally set for May 25,1993. As the trial date approached, the firm arranged for body guards to escort Roxas from Manila to Honolulu. On May 24, the head of that law firm called Roxas and told him to catch a plane to Hawaii immediately. Unfortunately, the law firm had been bugged, and an hour and a half later, Roxas was dead. After that, there was a mysterious movement of gold bullion from Santy’s accounts at Citibank Manila to Citibank New York. Citibank held 4,700 metric tons of gold bullion belonging to Santy’s estate.”
