To Whom It May Concern,
I began working with XXXXXXXXXX in March or April of 1996 when I was a Special Agent with the U.S. Customs Service. XXXX worked as a confidential source of information, initially regarding a drug smuggling organization that was involved in moving narcotics across the international border in the San Diego, California area, the narcotics initially moved into the Los Angeles area, then dispersed to points across the United States, primarily though into Detroit, Michigan and New York, New York.
XXXX also worked on many other investigations, sometimes posing as a transportation specialist for narcotics, and sometimes posing as a buyer or seller of narcotics.
During the 13 years I worked with XXXX, he was involved in numerous cases, and was instrumental in scores of felony arrests and the removal of large amounts of narcotics off the streets. He often times put himself at risk in these investigations.
XXXX was always controllable, unlike most other sources I worked with, and never created any signification problems to those who worked with him. He not only worked well with the agencies he assisted, but offered sometimes helpful insights into the various targets we were investigating.
He worked not only with my agency, but I was involved with him on investigations co-worked with The Drug Enforcement Administration, with several local police departments, and I know he also worked with the Bureau of Alcohol, Tobacco and Firearms.
I am also aware that XXXX continued to work with other law enforcement agencies following my retirement in October 2009, as I maintained semi-regular contact with him.

To Whom It May Concern,
My name is Detective Richard Fagan, recently retired from the New York City Police Department’s Organized Crime Investigations Division. I spent the last 20 years in this unit of the 32 years I spent with NYPD. My duties and responsibilities there were to investigate, infiltrate and prosecute crimes associated with Organized Crime on a high level. In August of 2000, I had the opportunity to meet CS96. I refer to him as CS96 because NYPD regulations restrict me from ever putting his real name on any piece of paper or identify him as such in any manner. I have many years of experience dealing with Confidential Informants as they pertain to narcotics, extortion and murder. After debriefing CS96, I knew I was dealing with someone on a scale way bigger then I was used to and immediately went through the laborious paperwork and background checks to sign him up as a NYPD registered Confidential Informant. He was assigned a CI number and a code name for meetings and any other subsequent paperwork. From that day forward we used him for numerous high level narcotics cases. Placing him in many undercover roles from street guy to high echelon narcotics transporter, buyer and seller. He was able to penetrate numerous groups and organizations that we were unsuccessful in infiltrating in the past. These cases all were highly successful and resulted in millions of dollars in currency seizures and enormous amount of drug seizures. He would work alone or we would send him in with undercover officers. His cases also resulted in subsequent cases and off-shoot drug seizures and wiretap cases that were all very successful. I spent most of my career doing covert operations in several units and have not to this date and probably will never meet a more competent, resourceful and successful Informant again. Since these cases I have recommended him to several other agencies on a local and federal level and they too have has enormous results with him.
