Across America, many were opposed to the U.S. government’s recognition and support of the Carrancistas, feeling that they were as bad, if not worse than the Villistas.
General Pershing’s troops never managed to capture the elusive Pancho Villa. As the United States Army invaded deeper and deeper into Mexico, hostilities grew between the two countries and Villa became somewhat of a hero to his people. President Wilson found himself up against Carranza’s rejection of U.S. interference in Mexican affairs, and even though Villa had attacked U.S. soil, Carranza wanted Pershing’s troops immediately recalled.
Large amounts of money, along with the sweat and toil of the U.S. Army, were spent on the effort without success, and the “Punitive Expedition” was rapidly deemed a failure.
By 1917, America headed into another four years with Wilson at the helm and Pershing still struggling to overtake Villa. The underlying hope of Germany at this point was to keep the Americans so completely engrossed in the border conflicts that they would be forced to stay on the opposite side of the Atlantic and leave them to their war conquests in Europe.
This might well have worked had it not been for the Zimmermann Telegram, in which Germany offered Mexico a military alliance in return for their declaration of war against the United States. The interception of this coded message made it clear to Wilson that our entry into what was to be called World War I was imminent. Our passive neutrality was broken, and America went to war.
