  Nanotechnology

  Nanotechnology (“nanotech”) is manipulation of matter on an atomic, molecular, and supramolecular scale.

  Operators

  Special Forces Operator is the title and description for those soldiers who carry out Special Forces operations or missions in the field.

  PLA – People’s Liberation Army

  The Chinese People’s Liberation Army (PLA) is the official name of the armed forces of the People’s Republic of China. It is under the complete control of the Communist Party of China (CPC).

  Posse Comitatus Act

  The Posse Comitatus Act, 18 U.S. Code, Section 1385, prevents the military from enforcing civil laws in the United States, except in a declared emergency.

  Proletariat Revolution

  A proletarian revolution is a social revolution in which the working class attempts to overthrow the bourgeoisie. Proletarian revolutions are generally advocated by socialists, communists, and most anarchists.

  RPG – Rocket Propelled Grenade

  A Soviet designed shoulder-fired anti-tank weapon somewhat similar to a bazooka. It fires a grenade, powered by a small rocket. The grenade is made of a shape charge capable of penetrating light armor or building walls and spraying hot metal fragments after penetration occurs.

  SOCOM – Special Operations Command

  USSOCOM synchronizes the planning of special operations and provides SOF (Special Operations Forces) to support persistent, networked and distributed GCC operations in order to protect and advance our Nation’s interests.

  SVR

  The Foreign Intelligence Service of the Russian Federation (Russian: Служба вне́ ́шней разве́дки, tr.Sluzhbavneshneyrazvedki is Russia‘s external intelligence agency, mainly for civilian affairs.44 It is roughly equivalent to the CIA.

  SWE – Secure Working Environment

  A space or office which is specifically designed to protect classified or sensitive information from access by hostile entities.

  VA – Veteran’s Administration

  The U.S. Federal Government’s agency responsible for administration of benefits earned by military veterans.

  Appendix E: Taiwan Relations Act (TRA) of 1979

  The TRA was passed in 1979 in direct response to President Jimmy Carter’s unilateral declaration to vacate a 1954 mutual defense treaty with the Republic of China (ROC), currently located on the island of Taiwan. That treaty had been ratified by the United States Senate. Court challenges to President Carter’s executive actions were unsuccessful. In support of President Carter, the U.S. Congress passed a watered-down version of an original bill meant to provide more security for this now-orphaned Pacific Rim ally.

  TRA Sections 2 and 3 contain the key provisions with respect to military defense of Taiwan. Section 2 declares as a matter of U.S. policy that the U.S. expects the “future of Taiwan will be determined by peaceful means,” that “any effort to determine the future of Taiwan by other than peaceful means, including by boycotts or embargoes, [is] a threat to the peace and security of the Western Pacific area”, and “to maintain the capacity of the United States to resist any resort to force or other forms of coercion that would jeopardize the security, or the social or economic system, of the people on Taiwan.”

  Section 3 implements this policy by requiring that the U.S. government “make available to Taiwan such defense articles and defense services in such quantity as may be necessary to enable Taiwan to maintain a sufficient self-defense capability.” It further requires the President “to inform the Congress promptly of any threat to the security or the social or economic system of the people on Taiwan and any danger to the interests of the United States arising therefrom.” Finally, the TRA requires the “President and the Congress shall determine, in accordance with constitutional processes, appropriate action by the United States in response to any such danger.”

  On its face, the TRA appears to only require the U.S. to sell defensive materials to allow Taiwan to maintain self-defense and for the President to inform Congress of any threat to the security of Taiwan. If China launched a military assault, the President is only legally obligated to “determine, in accordance with constitutional processes, appropriate action.” This requirement is for executive-legislative consultations and hardly seems like an obligation, “to intervene if China launched an armed strike on Taiwan.”

  Since the Carter presidency, Taiwan has lobbied very hard within the halls of the U.S. Congress and the White House to maintain good relations with the U.S. They have also maintained a very capable defensive military presence on the island as a deterrent to PRC aggressions. They are acutely aware that legally, the TRA is not much of a security guarantee at all. However, the TRA should also not be dismissed as legally inconsequential with respect to U.S. obligations. After all, other U.S. defense guarantees in the region are not much more robust than the TRA.

Following a short stint as a rural attorney, he joined the Federal Bureau of Investigation (FBI) as a Special Agent. After his first assignment to the Green Bay, Wisconsin FBI office, he was transferred to the New York City Field Office where the next ten years were spent identifying, investigating, recruiting and operating foreign spies. This work continued for another 18 years after his transfer to the FBI office in Central Kentucky. His work also included a major case involving a corrupt public official. During his 31 years in the FBI, the author served as an undercover agent, SWAT operator, division assistant legal counsel, pilot, Strategic Partnership Program coordinator, Weapons of Mass Destruction coordinator, Domestic and Internal Terrorism coordinator and Airport Liaison agent, among other duties. The author is married with one son and lives in Central Kentucky. Hobbies include motorcycling, golf, racquetball, flying single engine airplanes, travel and membership in the American Legion.
