  Seward W. Livermore’s Politics Is Adjourned: Woodrow Wilson and the War Congress 1916–1918, is an excellent account of national political combat during the year and a half when the United States was at war.

  Absolutely invaluable, because unrivaled in the thoroughness with which it explores dissent and the suppression of dissent during the war years, is Opponents of War, 1917–1918, by H. C. Peterson and Gilbert C. Fite.
