  ‘Social reformers’ having expertise in fields relating to public welfare. For example, education, investment, healthcare, tourism, organic and herbal farming, logistics, facilities, infrastructure development, construction, import-export, defence, and so on. They can make plans and policies to remove poverty and illiteracy from the country.

  ‘Grass root workers’ or volunteers can be school and college students, ashram volunteers, activists, NGO workers, corporate employees, etc. Apart from helping in the implementation of smart village projects, they can work on a part-time basis by directly or indirectly interacting with voters under the guidance of Chanakya, Chandragupta, and Reformer team. Initially, they can educate and convince voters about the importance of electing a deserving, honest candidate to rule the state or the country. Later on, they can keep an eye on the implementation of development projects.

  Ashram volunteers prepared a list of independent candidates having a clean image, who in the past had lost elections marginally and were willing to contest the election again under the umbrella of Human Welfare Party. Suraj and his team investigated their profiles, character, reputation, experience, background, and their sources of income.

  Corrupt big corporate houses and MNCs extend financial support to the established national and regional political parties so that when they come to power, they would award them contracts to exploit natural resources for satisfying their greed for more and more money. In this backdrop arranging funds for the election campaign was a big challenge for the Human Welfare Party.

  Illegal Money Encourages Vices

  A fter a few weeks, Suraj met Col. Pandey and Captain Singh to know the status of investigation in his case. Col. Pandey said, “There is good progress, and we have managed to collect a lot of facts and evidence against these crooks.”

  He presented a report saying, “90 percent of the investigation work is over, and the balance 10 percent will be completed by next week.”

  Col. Pandey informed, “As per income tax returns filed by politician Mr. Rawat, his formal and official income in the last ten years is just ₹ 1 crore. The value of his ancestral property through inheritance is only ₹ 50 lakh. As per affidavit filed with the Election Commission, he has mentioned only three properties, one in his name and two in joint name with his wife, Bimla Rawat.

  There are other properties including medical and engineering colleges in the names of his wife, sons, daughters and some fictitious names. As per our investigation, Mr. Rawat has fifteen properties. Bimla Rawat has jewellery worth ₹ 10 crores, diamonds and gold worth ₹ 20 crores. At present, Mr. Rawat’s total net worth is around ₹ 500 crores.

  Mr. Rawat has investments in nightclubs, hospitals, engineering and medical colleges along with many businessmen, one of them being Mr. Devdhar Thapar. They have future expansion plans to open many nightclubs in all major cities of India as distribution and consumption centres for all types of drugs. Their target is around five hundred nightclubs in the next five years. There are two primary objectives behind this plan; to bring back their black money from foreign bank accounts and to expand their drug business.

  Mr. Rawat has some shares in Mr. Thapar’s media company, but they are in the name of Reena Sabharwal, a well-known model, and his mistress. The politician has a criminal record as well—a murder which he committed ten years back in his village, in which the case is pending for conviction in higher court, and he has been out on bail for several years with the legal advice and support of criminal lawyer Mr. Khurana.

  We have checked the immigration records of Mr. Rawat for the last ten years. He has officially visited countries like Hong Kong, Cyprus and Switzerland to learn how to promote tourism in the State of Uttarakhand. These trips show that his primary objective was to take care of his black money in the private foreign bank accounts. We are a member of the World Association of Detectives (WAD), and our international detective partners will very soon provide details of his foreign bank accounts. Four years back, his son bought Cyprus citizenship to convert black money into white and to buy properties there.

  Now let us talk about the secrets of businessman Mr. Devdhar Thapar. He is the leading funder of Mr. Rawat during his election campaigns. We have strong evidence that he is involved in the illegal human organ trade and trafficking of vital organs such as kidney and liver which he procures for rich people and uses his hospital for the transplants. Mr. Rawat and ACP Siddique protect this unlawful business of Mr. Thapar. We have taken his hospital’s transplant records where they have kept few organ recipients’ records but have not kept corresponding donors’ records to show to the authorities. This creates doubt that they kidnapped poor people from different states and forcibly took their vital organs to sell to rich people for up to ₹ 50 lakh per organ. By next week we will get more proof.

  Editor Mr. Anand Mishra suppresses all bad news about Mr. Rawat and Mr. Thapar, as he did with your sting operation CDs. He is running FNC as a lapdog editor to improve the image of the politician and his business partners. Mr. Rawat also arranges government advertisements and ensures smooth renewal of the channel’s media license. The channel releases only bad news about opposition leaders as part of propaganda. His genuine income from all sources as per income tax return filed in the previous ten years shows an income of ₹ 5 crores but his assets as of today are worth ₹ 50 crores.

  We have collected facts and evidence about ACP Mohammad Nasim Siddique. He is aware of all the illegal activities in the city and exploitation of natural resources and illegal mining in the hills but keeps his mouth shut as he gets money from businessmen, politicians, and mafia. We have checked his income tax returns for the last fifteen years. His total genuine official income is only ₹ 1 crore, but his assets are worth around ₹ 100 crores.

  Mr. Khurana’s genuine income in the last ten years is only ₹ 10 crores, but his undeclared and undisclosed income is around ₹ 500 crores. We are in the process of collecting more details about Mr. Khurana’s wealth and properties.

  To keep his mouth shut in the case, Sanjay received ₹ 1 crore. He took professional services of a chartered accountant and converted this black money into white by showing it as a loan from a fictitious company to his father’s bank account. He paid ₹ 5 lakh to the Chartered Accountant for his services. Then he took a loan from his father and repaid his home loan of ₹ 50 lakh. He has recently bought a new car worth ₹ 15 lakh and has just returned from a vacation in Switzerland which cost him around ₹ 10 lakh. He was in Switzerland with a model. We have copies of his income tax returns, his father’s tax returns, loan agreement relating to the ₹ 1 crore transaction, bank statements of his father and his own bank accounts, his travel details, and his mobile call records for the last two years. I am sure these details will be useful in your case particularly during cross-examination in court.”

  Col. Pandey said, “We have arranged testing and authentication of sting operation CDs and other recordings from a different government agency based in Hyderabad. They have issued a certificate that these CDs are genuine and not fake, manipulated or doctored as claimed by Mr. Khurana in an earlier hearing.

  We have also collected evidence against the general managers of life and car insurance companies, and in-charge of the mortuary department which your lawyer can use at an appropriate time outside or inside the court.”

  Suraj was happy about the facts and findings and asked, “Col. Pandey, what are the sources you made use to collect so much evidence?”

  Col. Pandey said, “We cannot disclose the names of our sources as they are drivers, cooks, servants, clerks, private secretaries, and staff of these crooks.

  They give us clues and hints. For example, drivers give us hints about where their bosses generally go on weekdays, which places or farmhouses they visit during the weekends, where they have properties in India, from which jewellery shops madam buys jewellery, their boss’s extra-marital affairs, details of the mistresses, and several such pieces of information. Cooks
and domestic servants tell us details of the people who generally attend parties at their homes. Travel agents gave us details about countries visited by the politician and his family members. For us, they worked for a minor financial incentive on the condition of anonymity. There is no doubt in our investigation and detective world that these people act as informal informers and are vital resources to get leads.

  Our objective was to collect facts and evidence which the blindfolded Goddess of Justice recognises in the adversarial legal system. We cross-checked and verified the details collected from alternate sources like income tax department, Election Commission records, police department, places of their previous employment or profession, property registration office, jewellery shops, banks, travel agents, immigration office, visa pages of passports, and so on.

  When your lawyer produces these facts and evidence in court, during the cross-examination the burden is on the accused to prove that these facts and evidence are wrong, which will be challenging for them as most of these are collected from genuine and authentic sources. In court, it does not matter how we collect evidence, the court needs evidence to make a reasoned judgement to put the criminals behind bars.”

  Suraj was impressed by the work done by Col. Pandey and Captain Singh and thanked them for their support in the case.

  Suddenly, an idea came to Suraj’s mind. He asked Col. Pandey, “Sir, can we use income details of politician Mr. Rawat during the election campaign to help our party candidate who is contesting the election against Mr. Rawat?”

  Col. Pandey said, “Yes, of course, you can. These details are collected using proper official sources, and it will be challenging for Mr. Rawat to deny these income proof documents.”

  Col. Pandey wanted to know how and in what manner they would use the evidence against Mr. Rawat.

  Suraj said, “As you are aware, for the last few months ashram volunteers associated with Farmers Welfare Society (FWS) have been working for the upliftment of farmers to increase their income levels and the education level of their children. I am glad to share with you that there are positive financial results which show that their average income has indeed increased.

  What we want to show to farmers is that there was no increase in their income level and standard of living in the last ten years. On the contrary, Mr. Rawat’s income has increased multiple times in the previous ten years since he has become their elected representative. We will support our claim with facts and evidence provided by you. We will request farmers to compare the last few months’ efforts of FWS and ashram volunteers with the ten years’ efforts of Mr. Rawat.”

  Col. Pandey said, “This is a brilliant idea.”

  Suraj said, “If you think that this is a good idea, then how about collecting similar financial income and property details about other politicians who are representing reputed and established big national and regional political parties, and contesting election for seventy seats in Uttarakhand State?”

  Col. Pandey said, “We can try that, but time is short. An election date in the state can be declared soon. But we can take up this assignment as a challenge.”

  Suraj said, “I am confident that you and your team can do this on a war-footing basis as army commandos do during an emergency to protect the public and the nation from enemies. This time your team has to protect the public not from outside terrorists but terrorists within the country, the corrupt and criminal politicians or poisonous snakes as per your logo.”

  Col. Pandey said, “Yes, we can try it. What do you say, Captain Singh?”

  Captain Singh said, “To protect the nation, public, democracy and the constitution from these poisonous snakes, our eagles are always ready to kill them after extracting them out from their pit.”

  After saying this, Captain Singh raised his right hand first towards Suraj and then towards Col. Pandey for hi-five, which both of them warmly reciprocated.

  Suraj said, “I think these personal financial details about politicians can become a game changer during the election campaign.”

  Suraj continued saying, “We will try to arrange more funds for this assignment from our financial supporters who have donated some amount to Human Welfare Party’s fund.”

  Col. Pandey said, “Work is first priority for us and money secondary, particularly when it comes to protecting the nation from these poisonous snakes. We will try our best, Captain Suraj.”

  Suraj liked Col. Pandey’s service-oriented positive attitude and particularly calling him Captain Suraj which gave him a sense of pride.

  Suraj said, “We as civilians, particularly journalists can become captains or eagles to eradicate corrupt criminal politicians or poisonous snakes who are moving freely in the country under VIP security at the cost of taxpayers’ hard-earned money. Terrorists kill a person in one shot, but these corrupt poisonous politicians kill slowly and steadily giving slow poison in the form of false, unrealistic promises and false hopes to the innocent public. Thus, in this way they kill innocent public’s emotions and feelings, which may not be a crime in the blindfolded eyes of the judiciary but is surely a crime in the open eyes of humanity. They are the biggest anti-nationals, similar to terrorists.”

  D ue to financial constraints and less preparation time for the election, Human Welfare Party decided to contest fifty seats out of the seventy legislative seats in the Uttarakhand State.

  The strategists or Chanakya Team of the Human Welfare Party, after consulting IIM graduates suggested contesting elections professionally, applying modern-day concepts and methods for advertising, publicity, sales, marketing and promotion, business management and administration, and project implementation strategies to give the best value to voters for their votes.

  ‘Chanakya Team’ suggested following the AIDA principles used in the advertising industry for promotion and publicity of products and services. This principle has four main action plans - Awareness, Interest, Desire and Action (AIDA). Spreading ‘awareness’ about candidates of Human Welfare Party associated with Farmers Welfare Society. Arousing ‘interest’ of voters based on candidate’s profile and clean image. Creating ‘desire’ among voters to vote for an honest candidate based on their credentials. And finally, taking ‘action’ by voters on the Election Day and thus casting a vote in favour of the party’s candidates.

  ‘Chandragupta team’ suggested conducting the campaign professionally, keeping in mind the ‘four Ps’—Product, Place, Promotion and Price factors of sales and marketing propounded by the renowned international marketing guru Philip Kotler. In this case the ‘product’ is a qualified and honest candidate with a clean image. Selecting a candidate who is well versed with the local area or ‘place’ and its issues. ‘Promoting’ the local candidate using AIDA principles of publicity. ‘Price’ here means the need to highlight to voters that if they elect the wrong candidate as they have been doing in the past, then such an elected politician can misuse public funds and natural resources for his personal benefit rather than for public welfare. So, electing a wrong candidate is going to cost them a huge price in the long run, particularly for the next generation.

  ‘Chanakya Team’ or strategists kept in mind ‘Maslow’s motivational theory’ to select candidates who are at the ‘self-actualisation stage’ of their life and willing to serve the public through welfare meditation route. This is to ensure that the primary motive of the candidate in joining politics should be for social service. They should not join politics for greed, ambition for power or to hide criminal activities under VIP security at the cost of taxpayers’ funds.

  Smart village business model was initially planned for only ten villages, and it was successful. The challenge for volunteers and supporters was how to convince around seventeen thousand villages in the thirteen districts of Uttarakhand in a very short period. They decided to take the help of a Multi-Level-Marketing (MLM) expert who suggested working on a chain system to spread positive wo
rd of mouth about the success of smart village projects and to make a chain of volunteers for the election campaign.

  After interviewing prospective candidates, keeping in mind the limitation of funds, Chanakya team finally selected fifty candidates who were from different backgrounds and fields like education, armed forces, social service, village development, and so on.

  During canvassing for elections, party volunteers asked voters and farmers basic questions such as what the present politicians had done so far for their progress in improving their income level, education and standard of living, to which voters and farmers had no satisfactory answers.

  All voters and farmers were surprised and shocked to see the massive jump in politicians’ incomes in the last ten years. They started abusing politicians for the misuse of natural resources for their personal benefit than for the public benefit.

  One of the voters said, “Sir, before winning the election, a politician’s character is always good; it is only after winning when he sees fame, money and political power that he becomes characterless and corrupt.”

  A party volunteer responded, “At this moment, we have no choice but to elect a candidate who has a clean record, as compared to the opposition candidates who have criminal records and undisclosed and illegal incomes. The court cannot punish such tainted politicians but you can punish them in the public court, that is, during elections. So, your decision should be taken after careful assessment of all facts and details about the candidates.”
