  The single best word to characterize the Caps is “clannish.”

  They do not appear to fear “toppers,” as they call the people living on the surface, but, rather, seem overwhelmed by their forthrightness and independence. Whereas the Caps will deliberate extensively among themselves on most any issue, consulting their god, Elders, and Pastors frequently before committing to a course of action, toppers will, in the Caps’ opinion, rush willy-nilly into decisions that significantly impact the future of all their tribes. This, more than anything else, makes the Caps seem withdrawn and tentative in any contact with toppers.

  This, however, has not stopped a healthy trade developing between the two groups.
