Washington DC has never seen a mayor quite like Wendell P. Watson - coke snorting, contract skimming, Shakespeare quoting, womanizer, who has somehow wielded his power for three consecutive terms, and is working on a fourth. His re-election platform contains many outrageous plans, including a plot to make Washington D.C. the 51st state. But one night, Watson's legacy comes undone when he invites Sharon Scott up to his room for a drink.
