World War IV: Empires

Free nations are birthed through democracy, laws, and a unified public. These citizens elect their leaders, own their lands, and speak their mind free of the fear that those rights will be infringed. Knowledge, education, diversity, and opposing viewpoints are welcomed to help strengthen resolve. These are free nations, governed by free people. But Empires are not built on these foundations.
